Engine Flywheel clicks when I turn It by hand.

Why does it click when i turn it by hand it clicks and it has a hard time starting i have adjusted the valves many times disconnected the belts still doing it its coming from the engine not the pulleys changed starter because old one blew out. Nothing is rubbing against nothing
